Seung Jong Yang is an attorney in Kim & Chang’s Tax Consulting and Tax Audit & Tax Dispute Resolution Practices.

Mr. Yang joined the firm in 2007 after eight years of distinguished service with the National Tax Service (NTS), where he served as a deputy director at the Bureau of Legal Affairs and Appeals and Bureau of Investigation on Corporation and International Transaction. In particular, Mr. Yang acquired extensive experience dealing with international tax matters while he, as a team leader, conducted tax investigation into foreign-invested companies (MNEs). Also, Mr. Yang further strengthened his knowledge of international tax matters and general tax laws through an opportunity to study for three years in the United States (Tax LL.M. at New York University and S.J.D. at the University of Michigan). 

Mr. Yang advises clients on all aspects of tax laws, including general tax consulting, tax audit and dispute resolution, and international tax matters. In particular, based on his experience at the NTS and research on international tax at academic associations, Mr. Yang provides general tax consulting, and tax audit and dispute resolution services in the area of international tax. Examples of his representative work include recently successfully advising global IT MNEs on international tax issues and tax audit defense services, and advising domestic corporations on outbound tax issues. Using his experience at the NTS and as an attorney who specializes in tax matters, Mr. Yang also serves an active member of the International Fiscal Association Korea, Tax Law Association, and Korean Academic Society of taxation, where he frequently interacts with other members and participates in tax conferences as a moderator and debater. 

In recognition of his achievements and activities in the area of tax, Mr. Yang was selected as a National Leader in the area of Corporate Tax by “Who’s Who Legal: Korea” in 2020 and 2023, and a Leading Lawyer by “Legal Times” of Korea from 2017 to 2021.
