Jang Young Lee is a senior advisor at Kim & Chang.

Dr. Lee is an economist-turned-financial-regulator-and-administrator. He taught economics as an assistant professor at the State University of New York, worked as a staff economist at the International Monetary Fund, conducted financial industry research at the Korea Institute of Finance, advised Korea’s Ministry of Finance and Economy as a senior counselor to the minister, served as a deputy governor and a senior deputy governor of the Financial Supervisory Service (FSS) of Korea, and was the president of the Korea Banking Institute.

While at the FSS, he played a key role in establishing a practical regulatory and supervisory system consistent with the best global practices, implemented the Roadmap for Modernization of Supervisory Practices focusing on supervisory transparency and consistency, and adopted the Basel II capital standard for banks and Risk-Based Capital (RBC) for insurance companies.

As a deputy governor for international affairs at the FSS, he improved the supervisory work process for foreign financial service companies by launching the International Supervision Support Office (ISSO). With sufficient supervisory expertise and English proficiency, his team not only addressed complaints and grievances but also handled authorization and approval applications efficiently.

As a senior deputy governor of the FSS, he upgraded the supervision of banking institutions and financial holding companies. He also served as a chairman of the Sanction Deliberation Committee, and represented Korea on international rule-setting bodies, such as the Basel Committee on Banking Supervision (BCBS) as well as the Trilateral Supervisory Meeting among Korea, Japan and China.

He took many initiatives to foster dialogue with foreign market practitioners. He participated regularly as a speaker in the Financial Service Working Group Meeting of the U.S.-Korea Business Council as well as Luncheon Meeting of the Foreign Bankers Group in Korea.

He has authored and co-authored various publications, including “Basel III and Risk Management,” “How to Promote Seoul as an International Financial Hub?,” “Enhancing Customer Due Diligence in Banks,” “Developing Private-Sector Driven Project Financing in Korea,” and “Sterilizing Capital Inflows.”

He received his Ph.D. in Economics from New York University in 1989. He is fluent in English and holds HSK 4 certificate (Chinese Proficiency Test).

He has served as an outside director in the boards of numerous companies, including KEB Hana Bank, NH Financing Holdings, Met Life Korea, Hyundai Heavy Industries Co., Ltd., Lotte Corporation and KB Securities Co. He is currently serving as an outside director at ABL Life Insurance and Hyundai Samho Heavy Industries Co., Ltd.
