Bio

Jin Seong Lee is an attorney at Kim & Chang. He practices primarily in corporate legal areas, including energy, environment and administrative & public law litigation. His key clients include public agencies in the energy sector, domestic and foreign energy companies, and investment companies and developers related to new renewable energy. In particular, he has extensive experience in advising public agencies and companies in the energy sector. 

While working at the Korea Energy Agency (KEA) for about seven years, Mr. Lee was in charge of legal advice, litigation, and international negotiations in the areas of energy efficiency improvement and demand management, new renewable energy, and climate change response. In addition, he worked at the Korea Electric Power Corporation for about three years and provided a number of legal advice for businesses in new renewable energy sectors, such as electricity market and offshore wind power, rate system, new energy business, and overseas business. During his two-year dispatch to the Office for Government Policy Coordination (OPC) while working at the KEA, he was responsible for coordinating inter-agency policies in the areas such as new renewable energy, energy safety, integrated energy business, and radiation in the natural environment as well as supporting the settlement of inter-party disputes. 

Mr. Lee, as a full-time member of the Korean Environmental Law Association (KELA), has contributed to the “Study on Environmental Law,” an academic journal on environmental law, and authored “A Study of Restriction on Energy Use in Perspective of Administrative Law and its Policy Implication” and “A Study on RPS Facilities Registration as the Object of Administrative Litigation.” He also participated as a panelist in KELA’s academic conference. He was awarded the Chairman’s Commendation when he was working at the KEA, and the Minister’s Commendation when he was dispatched to the OPC.
