Chang-Sun Lieu is a senior foreign attorney in Kim & Chang’s Finance & Capital Markets Department and the Mergers & Acquisitions Practice.
As a member of the Mergers & Acquisitions Practice, Mr. Lieu provides expert assistance to a broad range of strategic and financial investors - including private equity funds and Korean conglomerates - in both cross-border and domestic transactions. He has a wealth of experience in structuring, negotiating and implementing complex transactions.
Additionally, Mr. Lieu is actively involved in representing both foreign and domestic financial institutions across a range of banking, finance and capital markets issues, advising underwriters and issuers in primary offerings of debt, equity and equity-linked securities. He is particularly known for his expertise on the listing of securities on the London Stock Exchange and the Korea Exchange, bond offerings under Regulation S and Rule 144A, and the private placement of bonds and block trades.
In recent years, his representative work has included advising global private equity firms in their investments in Korea, advising Korean firms in their outbound M&A transactions, advising both underwriters and issuers in the offering and listing of shares and bonds under Regulation S and Rule 144A, establishing and updating the MTN programs of Korean banks, defending foreign financial institutions in investigations by Korean regulatory authorities, and advising underwriters in block trades under Regulation S and Rule 144A.
Prior to joining Kim & Chang, Mr. Lieu was an associate attorney at international law firms in Hong Kong and in New York City. He also served as a Captain and Judge Advocate in the Republic of Korea Army.
Mr. Lieu received his J.D. from Georgetown University Law Center in 2001, and graduated from Stanford University with both B.A. and M.A. degrees in 1998.
He is admitted to the New York bar.
