Kyong Han Yoon is a senior advisor at Kim & Chang’s Product Liability & Consumer Claims Practice.

As a automotive expert with nearly two decades of various research and practical experiences regarding certification of motor vehicles and parts, safety standards, defect investigation, recall procedure, automotive industry policy and international cooperation, Dr. Yoon provides advice on the matters in the fields of automobile and parts certification, safety recall, NCAP, product liability and consumer claim in the automotive industry.

Dr. Yoon served 17 years of distinguished service in the Korea Automobile Testing & Research Institute (KATRI), which is the only authorized institute of the Ministry of Land, Infrastructure and Transport (MOLIT) in Korea for motor vehicle management and regulation. He served as the Head of the Division of Vehicle Regulation Research, the Division of Vehicle Policy Development, and the Division of Advanced Vehicle Safety Research.

In 2001, Dr. Yoon conducted a research on vehicle self-certification and recall system and subsequently played a leading role in introducing vehicle self-certification and safety recall system in Korea in 2003. Dr. Yoon’s role paved the way for the successful implementation of Korea’s current vehicle management system.

In addition, Dr. Yoon has authored various research papers and publications, including “Study of Introduction Plan for Vehicle Self-Certification System and Operation Implementation for Vehicle Safety Recall System in Korea” and “Study of Improvement of Vehicle Safety Recall System Due to Changes in the Vehicle Management (Certification) System in Korea.” 

Furthermore, he submitted a master’s thesis titled, “The Combined Mesh Stiffness Characteristics of Straight and Spiral Bevel Gears” and a doctoral thesis titled, “Dynamic Coefficients of Combustion Engine Camshaft Bearings.”

In recognition of his achievements made on the national automotive industry, Dr. Yoon was honored with the Commendation from the Minister of Construction and Transportation in 1999 and the Commendation from the Prime Minister in 2006.

Dr. Yoon studied Mechanical Engineering as an undergraduate in the University of Detroit and received his Ph.D. in Mechanical Engineering at the Graduate School of Mechanical & Aerospace Engineering from North Carolina State University.
