Key Energy Policies and Implications of the New Administration

2025.06.04

Candidate Lee Jae-myung won the 21st presidential election held on June 3, 2025. President Lee officially commenced his five-year term as the 21st President of the Republic of Korea on June 4, 2025, immediately following the confirmation of his election by the National Election Commission. Under ordinary circumstances, a president-elect forms a presidential transition committee to prepare for the launch of the new administration before officially taking office. However, as this election was held following the Constitutional Court’s impeachment decision against the former President Yoon Suk-Yeol, President Lee’s term began immediately upon confirmation of his election.

In the coming days, President Lee is expected to establish a National Policy Planning Advisory Committee (tentative name). This committee will be crucial for nominating key officials, including the Prime Minister, overseeing government reorganization, selecting cabinet members, and establishing national policy agendas. Concurrently, the National Assembly plans to convene special confirmation hearings for cabinet nominees to facilitate the formation of the new government. They will also proceed with other necessary steps, such as enacting amendments to the Government Organization Act, to ensure a smooth transition and the successful launch of the new administration.

President Lee is known for advocating “practical progressivism” and is regarded for taking a realistic approach. During the presidential campaign, President Lee presented visions for Korea to become one of the top three AI powers, achieve a 3% potential growth rate, and be among the top five global powers. Furthermore, the two key directions highlighted were “sustainable growth,” focusing on upgrading growth potential through fundamental reform and innovation, and “tangible growth,” which ensures that all citizens participate in innovation and value creation and share the Energy Legal Update benefits, rather than growth where only a few innovate and minority monopolize the gains.

These visions are expected to become more concrete as national policy goals are established in the future. Based on the pledges and speeches made during the presidential campaign, the attached document outlines the anticipated key energy policies and future policy directions by sector for the new administration.
