2026 Safety Investigation Plan Announced by Korea Agency for Technology and Standards

KATS announced its 2026 Safety Investigation Plan on January 13, 2026. The annual announcement provides advance notice and details of the planned investigations to encourage businesses to proactively confirm the safety of their products in the targeted categories. The details of the planned investigations are as follows.
 

1.

Priority items subject to investigations

KATS has prioritized 61 items for investigations in 2026, including those that have a high risk of fire or accidents, above-average recall rates, three or more accident investigations, or top 10 ranking in the prevalence of illegal products.

Electrical Products

Small-sized power converters for household use, power plugs and sockets, air conditioners, cables (nominal area of 95mm2 or less), LED lamps, batteries, electric massagers, electric blankets, DC power supplies, electric cushions, electric steamers, electric irons, electric mat (cushion), heating sheets, electric sterilizers, incandescent lamps, electric stands, cable reels, lithium secondary battery systems, electric fitness equipment, electric chargers, electric insecticides, build-in lamps (23 items)

Daily Products

Roller sports helmets, furniture (limited to dressers for home and filing cabinets for the office with a height of 762mm or higher), eyelash thermoforming devices, protective helmets for vehicles, portable laser devices, mountain bicycles, buoyancy aids, winter/fashion/sports masks, double eyelid tapes, electric kickboards, eye massagers, small step ladders, kickboards, portable lawn mower blades, indoor flooring, electric bicycles, heat packs, athletic sliders, adult BB guns, steppers (20 items)

Children’s Products

Children’s play equipment, children's skateboards, children's bicycles, children's kick scooters, children's umbrellas and parasols, toddlers' tricycles, toddlers’ beds, strollers, children's eyeglass frames (including sunglasses), children's inline skates, children's furniture, children's textile products, children's accessories, children's leather products, children's products made of synthetic resin, toys, toddler’s textile products, school supplies (18 items)


In addition to the above items, some noncompliant products from last year’s safety investigations or products that have not undergone a safety inspection in the past three years are also subject to the investigations. KATS plans to conduct five regular inspections this year, examining a total of 4,500 products.
 

2.

Safety Investigations of Direct Purchase Overseas Products and Preemptive Investigations of Domestic Products

According to a safety survey conducted by KATS in 2025, the noncompliance rate of direct purchase overseas products was 13.2%, confirming a higher risk of harm compared to domestically distributed products and their 5.1% noncompliance rate.
 
Accordingly, KATS announced that it will conduct three safety surveys of direct purchase overseas products in 2026 as follows: (1) spring and leisure products from February to April, (2) fall and travel products from July to September, and (3) winter products from September to December. For products found to unsafe, the agency will request the removal of their sales pages and post product information on the Product Safety Information Center and Consumer24 websites.
 
In particular, with the subordinate regulations on product safety amended to strengthen the safety management of direct purchase overseas products (i.e., Framework Act on Product Safety effective June 2026 and Special Act on Children's Product Safety effective December 2026), we advise close monitoring of their implementation details, such as safety investigations and potential sales bans.
 
Concurrently, KATS has announced plans to expand cooperation with other relevant organizations, such as the National Police Agency and the Korea Public Procurement Service, to quickly remove unsafe products from the market. They will also conduct proactive investigations through frequent visits to retail outlets, media monitoring, and analysis of reporting on illegal products.

Strengthened Oversight of Recalls and Sharing of Recall Information

Finally, businesses with low recall compliance rates will face up to six recall inspections to ensure prompt recovery of the recalled products. Further, KATS will collaborate with consumer groups to continuously monitor and prevent the re-distribution of the recalled products.
 
In addition, recall information will be provided through local government websites, community center bulletin boards, recall notifications to educational institutions and parents via city and provincial offices of education, and direct notifications to purchasers using online shopping records.
 
The plan also includes subsidies to help small and medium-sized retailers upgrade and implement their recall systems, providing a total of 138 million won in support for approximately 1,500 stores.

As noted above, KATS will be aggressively conducting product safety investigations this year through regular and ad hoc inspections. Further, if the safety investigations uncover other violations, such as failure to obtain or false labeling of KC certification, KATS will take further action, including filing a police report or imposing fines. Thus, we advise careful review of the priority items under investigation for product safety and compliance with safety certification requirements.
