Before joining Kim and Chang, Mr. Chun worked for the Bank of Korea and Korea’s Financial Supervisory Service for about 28 years. In the process, he was able to build up a fairly good understanding of the financial system and the market at large. Especially, he has a long-lasting career and professionalism in the area of the foreign exchange sector, and possesses a vast range of experience and knowledge in the financial supervisory and examination area.

From April 2000 to April 2007, approximately for seven years, he worked with Korea’s Financial Supervisory Service as an investigator of the illegal foreign exchange transaction, a prudential regulator vis-a-vis financial companies, and an administrator of bank examination. A major achievement includes disclosure of massive illegal foreign exchange transactions which were based on foreign investment and offshore funds by major domestic companies. When conducting bank examination, he specialized in the compliance part by checking whether a bank has properly observed the Foreign Exchange Transactions Act and various acts or regulations associated with the Banking Law.

Meanwhile, starting from September 2003, he was dispatched to the Federal Reserve Bank of New York for one year. As one of the examiners of the Federal Reserve Bank he was frequently involved in on- and off-site examinations of the foreign banks located in New York. This experience has led him to acquire knowledge on the bank examination system and technique offered by the U.S. Federal Reserve Banks.

In April 2007, he assumed a duty of dealing with the internal inspection of the Financial Supervisory Service and, in August 2007, began to serve as a chief secretary to the Chairman of the Financial Supervisory Commission and Governor of the Financial Supervisory Service. From July 2008 to April 2010 he served as Head of the Representative Office in New York of the Financial Supervisory Service, primarily dealing with supervision vis-a-vis the domestic financial companies operating in New York. In April 2010, he assumed a post of Director-General of Financial Consumer Protection Department of the Financial Supervisory Service in Seoul, and was in charge of formulating and implementing policies associated with financial consumer protection until August 2010.

He entered the Bank of Korea in 1982, and assumed various duties of formulating and implementing the monetary policy, researching the financial system, and operating the foreign exchange reserve in the form of the U.S. dollar on the international financial market. From 1995 to 1999, he was mainly in charge of formulating foreign exchange policy and implementing foreign exchange management system and Acts, during which he served as an expert in the area of the local foreign exchange management by actively participating in the revision activities for foreign exchange management related Acts and regulations. He then served as a Senior Assistant to the member of the Monetary Policy Committee of the Bank of Korea from April 1999 to April 2000 shortly before being transferred to the Financial Supervisory Service.
