Hyung Koo Yeo is a senior advisor at Kim & Chang. Mr. Yeo advises primarily in the areas of project financing, private capital inducement projects, maintenance of social overhead capital (SOC) facilities, automobiles, transportation and logistics, aviation, safety accidents, serious accidents punishment and international sports.

Mr. Yeo has served in key positions at the Ministry of Land, Infrastructure and Transport (“MOLIT”) such as the Director General for Financial Planning, Public Relations, and Comprehensive Transport Policy. In addition, Mr. Yeo has work experience at the US Department of Housing and Urban Development and the Government National Mortgage Association (Ginnie Mae, GNMA).

After serving at the Ministry as its Deputy Minister of Planning & Coordination, Transport & Logistics, and Civil Aviation, Mr. Yeo held office as the Vice Minister for the MOLIT.

Throughout his career, he took an active role in the development and enforcement of policies in the transportation, logistics, road, railroad, airport and construction fields, and developed extensive experience in said fields by overseeing various government-funded projects and private capital inducement projects. In particular, he has experience in mega-scale national projects such as the Incheon International Airport, high-speed railroad, Airport Newtown and the Olympics, as well as in the construction of Olympic venues, and the operation of the Olympic Games. In addition, he has established and implemented the National Comprehensive Measures for Transportation, encompassing every means of transportation by air, rail, land and water, and supervised investigations into large-scale safety accidents, serious accidents punishment as well as post-accident response.

In particular, Mr. Yeo made a significant contribution to the successful opening of Incheon International Airport and its entrenching as one of the world’s leading airports by overseeing the overall construction project from an early stage. During the construction project for Incheon International Airport, he was in charge of establishing a master plan to expand the airport, managing the plan and the relevant construction projects, attracting investments for airport support facilities, as well as developing International Business Districts, Customs Free Zones, and an Airport New Town along with building nearby transportation systems such as the Incheon Airport Expressway, the Incheon Bridge and the Airport Railroad.

Mr. Yeo also served as the Executive Vice President & Secretary General at the PyeongChang Organizing Committee for the 2018 Olympic and Paralympic Winter Games (POCOG), and significantly contributed to the success of the Olympic and Paralympic Winter Games in Korea, which were the best Games in history according to the International Olympic Committee (IOC).

Since continuing his career as a Distinguished Professor at his alma mater, Hanyang University, he has served as a Endowed Chair Professor & Professor in charge of Aerospace Advanced Business Program (AABP) and Aerospace Future Strategy Forum at Korea Aerospace University. He has also served as a Senior Advisor for Knowledge Sharing Program (KSP) in Ministry of Strategy and Finance (MOSF) and ODA project in Ministry of Land, Infrastructure, and Transport (MOLIT), Chariman of Chungcheongnam-do Committee in Presidential Committee for Decentralization and Balanced Development, an Advisor for Bay Valley Mega City Construction in Chungcheongnam-Do/Gyeonggi-Do, and the first President of The Korean Society of Airport (KOSAP).

Mr. Yeo received an Order of Merit, an Honorary Medal, and an Order of Sport Merit from the Korean government. He has also been awarded the Olympic Order from the IOC as well as the Paralympic Order from the International Paralympic Committee (IPC).

He received his B.S. in architectural engineering from Hanyang University, a M.S. from Yonsei University and a M.B.A. from Inha University, as well as a Ph.D. in transport economics from Hanyang University. He also completed the Advanced Study Program (CAES/ASP) at the Massachusetts Institute of Technology, and the Advanced Construction Project Management Program (ACPMP) and the Science & Policy Advanced Research Course (SPARC) at Seoul National University. He began his public administration career after passing the 16th Higher Civil Service Examination in 1980.

Hyung Koo Yeo is a senior advisor at Kim & Chang.
