Bio

Ryan Russell is a foreign attorney at Kim & Chang. Mr. Russell is a member of the firm’s Renewable Energy, Project Finance, Foreign Direct Investment, Energy and Acquisition Finance practices, and is also a member of the firm’s RE100 Desk and North Korea Investment & Consulting Team. His diverse practice covers all aspects of cross-border investments, with a particular focus on renewable energy matters.

Mr. Russell has advised project sponsors, project finance lenders and global companies in connection with various cross-border investments including developing, financing and buying and selling equity interests in onshore and offshore wind farms, solar photovoltaic power projects (including floating solar projects), hydrogen investments, upstream and midstream LNG assets and conventional power and infrastructure project development and financings, acquisition financings, power and energy sector mergers and acquisitions and joint venture formation, various secured and unsecured lending transactions, disputes arising from power and infrastructure projects and investment regulatory matters.

Mr. Russell led a global alternative investment department at Korea’s largest investment bank and previously practiced at global law firms in New York, Singapore and Tokyo prior to joining Kim & Chang. He is a member of the bar in the State of New York and the District of Columbia. He received his J.D. from Columbia Law School while also studying Korean Studies at Columbia's School of International and Public Affairs, and his B.A. from Brigham Young University where he studied political science and Korean. Mr. Russell also completed Ph.D. coursework at Seoul National University's College of Law, lectured on US legal topics at Korea's Judicial Research and Training Institute and assists the Korea Legislation Research Institute in its preparation of English translations of Korean legislation.

  • Advised a leading global provider of comprehensive hydrogen fuel cell turnkey solutions on its strategic partnership with major Korean energy-focused chaebol.
  • Advised Dutch super-major and a Swedish-Korean JV specializing in offshore wind technology on their joint venture to develop a 400MW floating offshore wind farm near Ulsan, Korea.
  • Advised a major global company on its efforts to encourage the Korean government to revise regulations and statutory law to permit the implementation of RE100 initiative and the use of renewable energy PPAs in Korea.

  • Advised a Korean bank on all aspects of its recovery of a non-performing KRW 380 billion project finance loan for a Chinese office and retail complex, including drafting and negotiating documentation for partial debt sale to Chinese purchaser, leading investor-state dispute against Chinese government and liaising with local counsel in Beijing, Hong Kong and Barbados on a variety of related issues.
  • Advised a Japanese buyer on its prospective purchase of a portfolio of conventional power generation assets and gas pipelines in Bangladesh.
  • Advised a Korean company on its termination and subsequent emergency arbitration proceedings in relation to a USD 90 million joint development project with an Italian gas turbine OEM.

Ryan Russell is a foreign attorney at Kim & Chang.
