Chang Jae Lee is an attorney at Kim & Chang who advises clients in the areas of Corporate Investigations & White Collar Defense, Tax, Antitrust & Competition, Engineering & Construction, and Health. 

While serving as a prosecutor for 27 years, Mr. Lee gained extensive experience in key departments and positions of the Ministry of Justice and Prosecutors’ Offices. Most importantly, he served as the Vice Justice Minister (six months as acting minister), Chief Prosecutor of the Seoul Northern District Prosecutors’ Office, Chief Prosecutor of Jeonju District Prosecutors’ Office, Chief of Planning and Coordination at the Supreme Prosecutors’ Office, Deputy Chief Prosecutor of the Gwangju District Prosecutors' Office, Head of Ansan Branch Office of Suwon District Prosecutors’ Office, Deputy Chief Prosecutor of the Seoul Southern District Prosecutors’ Office, and Investigation Planning Officer of the Central Investigation Department at the Supreme Prosecutors’ Office. 

During his time as a prosecutor, Mr. Lee was praised for his achievements in special investigations and legal administrative matters. He held positions in various departments engaged in the special investigations field, including the Central Investigation Planning Officer of the Supreme Prosecutors’ Office and the Deputy Senior Prosecutor of the First Special Investigation Department at the Seoul Central District Prosecutors' Office, and was responsible for prosecuting a number of white-collar crimes, including tax evasion, accounting fraud, market manipulation, and use of undisclosed information. 

Furthermore, he has significant experience working in the administrative field, including his time as the Head of the Prosecution Division of the Ministry of Justice (who oversees personnel, organization and budget of the Prosecutors' Offices), Head of the Criminal Planning Division of the Ministry of Justice, Senior Prosecutor of the Ministry of Justice’s Policy Planning Team, Head of the Planning and Coordination Department of the Supreme Prosecutors’ Office, and the Vice Justice Minister. While serving in these positions, Mr. Lee greatly contributed to the development of the prosecution’s work, including the revision of the human rights protection investigation rules, establishment of a system for evaluating the human rights protection status of the prosecution, establishment of the victim protection system of the prosecution, introduction of a system for the prosecution’s citizens’ committee, and establishment of a special economic crime investigation team. 

In particular, the “Oath of the Prosecutor,” which he wrote while serving as the Head of the Prosecution Division in 2008, was established under a Presidential Decree as an oath of office that is taken by all new prosecutors even to this day. 

While serving as the Vice Justice Minister, he served as chairman of the parole review committee and the medical treatment and custody review committee, and served as a member of the government ethics committee and the amnesty review committee. In addition, Mr. Lee has experience in leading the Ministry of Justice when he acted on behalf of the Justice Minister who was vacant for six months between 2016 and 2017.
