Seok Beom Hong is an attorney in Kim & Chang’s Litigation Practice. Mr. Hong specializes in Broadcasting & Telecommunication, White Collar Crime Defense, Antitrust and Competition and Corporate Governance. 

Before joining Kim & Chang, Mr. Hong served in the judiciary for 17 years. From 1989 to 2000, he served as a judge in district courts and as a deputy director general for Registry & Judges at the Seoul High Court from 2001 to 2004 and as a Chief Judge at the Chuncheon District Court, Sokcho Branch from 2004 to 2005. Mr. Hong also taught as a professor at the Judicial Research and Training Institute of the Supreme Court of Korea in 2005-2006. 

Reflecting his extensive experience as a judge, Mr. Hong has a wide range of practices in civil, administrative and criminal litigation at the firm. In his civil litigation practice, Mr. Hong specializes in communications-related regulation and professional liability for IT, telecommunication and media companies. He regularly represents companies before the Korea Communications Commission. 

As a member of the firm’s Antitrust & Competition Practice, Mr. Hong specializes in advising and representing clients on antitrust cases, investigations by the Korea Fair Trade Commission and administrative litigation, focusing on cartel and merger cases. 

He also has broad experience in white collar crime, corporate governance and general advice practices.
