Dong Shik Choi is an attorney at Kim & Chang who serves as the chair of the Technology, Media & Telecommunications Practice. Mr. Choi also regularly advises on mergers & acquisitions, corporate governance, foreign direct investment and other relevant matters for his clients.

Mr. Choi has over 30 years of experience practicing in a wide range of cross-border transactions, including share and asset sales and purchases, joint ventures, corporate governance, tax and general corporate and commercial law matters. Mr. Choi regularly represents a broad range of clients in telecommunication, broadcasting, information technology, entertainment and franchising. 

As chair of the firm’s Technology, Media & Telecommunications Practice, Mr. Choi has significant experience in telecommunication and broadcasting transactions and regulatory matters in Korea. These include licensing, regulatory compliance, mergers and acquisitions, relevant civil, criminal or administrative lawsuits, and regulatory investigations by the Korea Communications Commission and other government agencies. Mr. Choi also actively participates in the drafting of telecommunications and broadcasting-related legislation and regulations, and has been serving as outside legal advisor to the Korea Communications Commission and the Ministry of Science and ICT. 

Mr. Choi previously served as a judge advocate of the Republic of Korea Army. He also participated in the Foreign Lawyers’ Program at Davis Polk & Wardwell LLP in New York. 

Mr. Choi has authored various publications, including The International Comparative Legal Guide to Telecommunications Laws and Regulations and Getting the Deal Through: Corporate Governance. He has also been recognized by numerous legal directories, such as Who’s Who Legal, Chambers Global, Chambers Asia-Pacific and Asialaw, for his distinguished service to telecommunications clients and his expertise in the relevant field of law. 

Mr. Choi received an LL.M. from the University of Michigan Law School in 1991, an LL.M. from the Graduate School of Law, Seoul National University in 1985, and an LL.B. from the College of Law, Seoul National University in 1980. He has also attended the Judicial Research and Training Institute of the Supreme Court of Korea in 1982. He is a member of the Korean bar and the New York bar.
