Introduction of Special Exemptions under the Personal Information Protection Act and Refinement of Data Utilization Standards to Promote AI Utilization
The National Assembly’s National Policy Committee passed special provisions permitting personal information to be used for AI technology development, allowing previously collected personal information to be repurposed without anonymization or pseudonymization, subject to certain conditions. In parallel, the Personal Information Protection Commission has revised its Pseudonymized Data Processing Guidelines and Privacy Policy Drafting Guidelines to reflect the shifting AI landscape.

Potential AI Service Interoperability Regulation: Proposed Amendments to the Telecommunications Business Act and Domestic and International Law Trends
An amendment to the Telecommunications Business Act has been introduced at the National Assembly that proposes to impose interoperability obligations on mobile operating system providers. If enacted, the amendment could have significant near-term impact on participants in the mobile ecosystem. Relevant companies should therefore closely monitor developments, assess the potential impact on their businesses, and prepare for possible changes.

Adoption of AI in Labor & Employment: Legal Implications and Possible Approaches
Adoption of AI in HR—covering areas such as hiring, performance evaluation, and work monitoring via electronic means—is giving rise to new issues in individual and collective labor relations. Year 2026 represents an important milestone given that issues once discussed in the abstract are starting to rapidly materialize into actual disputes, against the backdrop of the implementation of the Act on the Development of Artificial Intelligence and Establishment of Trust and the amended Trade Union and Labor Relations Adjustment Act, for example, with labor unions calling for AI adoption as a collective bargaining agenda.
It would be prudent for companies to take measures proactively to manage legal risks, such as checking relevant provisions in the Collective Bargaining Agreement, consulting with the Labor-Management Council, and establishing clear operational standards prior to instituting work monitoring via electronic means. Furthermore, companies should design models for AI adoption that seek to secure trust between labor and management as well as broader social acceptance.
