Announcement of Draft Amendments to Enforcement Decrees of Anti-Scalping Laws

On May 26, 2026, the Ministry of Culture, Sports and Tourism (“MCST”) announced draft amendments to the Enforcement Decree of the National Sports Promotion Act and the Enforcement Decree of the Public Performance Act (collectively, “Draft Amendments”). The Draft Amendments set forth necessary matters for the enforcement of the amendments to the National Sports Promotion Act (to be effective on August 28, 2026) and to the Public Performance Act (to be effective on August 28, 2026), together referred to as Anti-Scalping Laws, which are intended to prohibit the illegal sales and purchase of admission tickets. (“Illegal Trade”).

The Draft Amendments aim to establish (i) the specific obligations of ticket sellers and online sales brokers to take measures to prevent Illegal Trades, (ii) the scope of submission of information to confirm Illegal Trades and compliance with laws, and (iii) the calculation methods for the imposition of administrative fines. Businesses that fall under ticket sellers and online sales brokers are advised to carefully review the details of the Draft Amendments and refine internal procedures and systems before the effective date.
