Strategic Counsel on the Calculation Guidance for Scope 3 Emissions in the Steel and Petrochemical Industries

2026.04.28

The Korean government has been publishing the Calculation Guidance for Scope 3 Emissions, tailored to the characteristics of the nation’s major export industries. To achieve this, the government has engaged key industry players, analyzing their current status and providing them with tailored consulting services. In 2025, the third year of this initiative, the focus was on the steel and petrochemical industries—Korea’s representative high-emission, equipment-intensive fields.

For this, the Sustainability & Climate Center at Kim & Chang actively supported the government’s initiative by conducting a rigorous analysis of Scope 3 emissions for the participating market-leading companies, providing optimized calculation methods and actionable carbon reduction strategies. Furthermore, to enhance industry-wide resilience, our firm also assisted in comprehensively drafting the Scope 3 Emission Calculation Guidance for these industries in Korean and English. As global carbon trade barriers intensify, our firm helped establish a vital foundation for value-chain data management, safeguarding the export competitiveness of Korean companies.

Leveraging our deep understanding of climate legislation and policy trends with expertise in industrial processes and technology, we contributed to delivering clear and actionable public guidance that enables companies to adapt immediately to the evolving regulations. This matter was particularly significant because our firm supported the establishment of a government-led Scope 3 calculation and reduction framework aligned with the Korean industrial landscape, thereby enabling domestic companies to respond effectively to foreign investors and clients.
